ORDINANCE
FOR REGISTRATION, MEMBERSHIP AND CATEGORIZATION OF CLUBS IN
BULGARIAN FEDERATION Of ELECTRONIC SPORTS

Section 1 – GENERAL
Art. 1. This regulation lays down the procedure for registration, membership and categorization of sports clubs, members Bulgarian Federation of Electronic Sports (BFES).
Art. 2. Article on BFES could be any sports club, which meets the requirements of this ordinance.
Art. 3. sports clubs registration is valid for 2 years. After this period shall be re under Article 4.


Section 2 – registration and re
Art. 4. Sport Club applying for membership or for re-registration in BFES sent to the secretary of the federation application form accompanied by the following documents:

° application (template 1)
° initial report, a copy of the minutes of the last general meeting, current statutes and a copy of all judgments;
° list of club members, teachers, sports professionals and judges (reflected in vocational training), staff officials at the club and sports figures at the time of application;
° information about the athletes who participate in official competitions on behalf of the sports club;
° information about the titles and podium in the last two years;
° kinds of sports services, which offers citizens club (if any);
° information about material-technical base of sports club (in model 2);
° Declaration of meeting its financial obligations to the state and municipalities
(In model 3);
° declaration of possession of legitimate software (for example 4);
Art. 5. in a change in circumstances Sports Club (charter, management, etc.) BFES be notified within one week of the occurrence of change.
Art. 6. Secretary of BFES accepted for review incomplete applications and submit regular meeting of the Board of BFES.
Art. 7. Within two months the Board of BFES consider applications submitted by the Registrar and prepares a list of candidates for membership, which is submitted at the next session of the General Assembly.
Art. 6. BFES General Assembly considered by the Board submitted a list of candidates and then voting shall decide on each candidate separately. Decided by simple majority.
Art. 7. When submitted documents are incomplete or do not meet the ZFVS and this ordinance within two weeks the secretary shall send the applicant a notice to remedy the deficiencies within one month.
Art. 8. in seven days after the session of the General Assembly, the Secretary shall notify the applicant of the decision.


Section 3 – Refusal of Registration
Art. 9. the General Assembly may refuse membership to:
° violations of the requirements of ZFVS;
° failure to BFES statutes and requirements for membership;
° there are outstanding financial obligations to the state and municipalities;
Art. 10. Refusal of registration and membership and exclusion, are made by the General Assembly and can be appealed under the APA.
Art. 11. in seven days after the session of the General Assembly, the Secretary shall notify the applicant of the refusal of registration and membership.


Section 4 – CATEGORIZATION
Art. 12. categorization of clubs made by the Board of BFES under “system of indicators for sport development” (Annex 1) which is an integral part of this ordinance.
Art. 13. Sport Club, which does not meet the requirements for the lowest category of “system of indicators for sport development” can not apply for funding BFES.


Section 5 – REGISTER
Art. 14. Sport Club, became a member of BFES be entered in a special register and receive BFES certificate of membership.
Art. 15. The certificate is valid for one year, then reissue.
Art. 16. entry in the register subject to the following facts and circumstances:
° registration certificate number;
° name of a sports club;
° seat, address and mailing address of the sports club;
° legal registration;
° tax registration;
° BULSTAT
° Contact person;
° penalized sports club;
Art. 17. Persons who manage or represent the legal person must declare changes in circumstances to be recorded within 7 days.
Art. 18. is a public register.


Section 6 – ADDITIONAL PROVISIONS
Art. 19. Persons who represent clubs held criminally liable under Art. 313 of the Penal Code for incorrect data entered in the documents for registration and membership.
Art. 20. Sport Club, which does not comply with this ordinance shall be subject to exclusion from the federation.
